The reason for this is that bacteria have been around for millions of years and have managed to survive during the most hostile times by adapting to their environments. Therefore, they are capable of adapting and they have numerous mechanisms to aid their survival, one of them being the development of resistance to antibiotics.
There are a lot of reasons as to why antibiotic immunity occurs, but by and large it depends on the quantity of the antibiotic used and the capability of the bacteria to alter their coat of armour.
